The San Francisco has been out of drydock for a few months. Apparently, some of the rigorous safety requirements neccessary to return her to active service were relaxed. The San Francisco will undergo sea trials, then is expected to become the next Prototype training unit, where sailors are educated about nuclear power.
As any sub sailor knows, drydock is a very strenuous time for the crew. Especially the critical time between leaving drydock and successfully completeing sea trials. There's always more work to be done than you can do, weekends become "normal working days", your equipment is always broke. I only know a couple of guys left on the boat, but my thoughts are with them all.
